STATE OF OHIO'S HAZARD MITIGATION GRANT PROGRAM

The City of Findlay has applied for funds to acquire and demolish homes that are located in the flood plain and suffer repetitive flood losses.  The grants are funded by the State of Ohio ’s Hazard Mitigation Grant Program and the City is eligible to participate due to the Presidential Disaster Declaration issued after the August 2007 flood.  The program is a voluntary program for property owners.  Homes purchased with the grant dollars will be demolished and land will remain green space in public ownership.

A total of four applications have been submitted.  The Expedited application, to acquire 16 homes substantially damaged in August 2007, is expected to be approved in Spring of 2008.  Once approval is received, the City can move forward with acquisition and demolition.  The three remaining applications are for 70 additional repetitive loss properties that are located in target areas within the flood plain.  Approval of these applications is not expected until late 2008, or early 2009.

PERMIT REQUIREMENTS FOR THE REPAIR OF FLOOD-DAMAGED STRUCTURES WITHIN THE 100 YEAR FLOODPLAIN

In Findlay , all structures within the Special Flood Hazard Area (SFHA), or the 100 year floodplain, are subject to flood development permit requirements.  For those properties that sustained flood damage and have flood insurance, a damage assessment from an insurance adjuster or licensed appraiser for those structures in the SFHA is to be submitted to the City of Findlay Zoning Office .  Two estimates from a general contractor are also acceptable.  An appraised value of the structure before the flood event occurred must also be submitted.  The tax appraised value from the County Auditor ’s website at http://www.hancock.iviewauditor.com/  is also appropriate. 

For uninsured property in the SFHA, two contractor’s estimates or a damage assessment from a licensed appraiser is acceptable.  An appraised value of the structure prior to the flood event or the tax appraised value from the County Auditor ’s Office is also appropriate.

You may do what is necessary to secure the building and continue the clean up effort.  Removing and disposing of damaged contents, carpeting, wallboard, and insulation is encouraged.  You may cover holes in roofs or walls and secure windows and doors to prevent further damage from inclement weather.  You may also remove sagging ceilings and shore up broken foundations to render the building safe to enter.
